Vocal is a format very similar to
allgear, with the difference that it has to feature original recordings of the human voice. Instrumental accompaniment is allowed.
To be clear, "original recordings" mean recordings of the human voice that you yourself make. That means "Woo! Yeah!" (aka the Think Break, aka - in a retrogaming-centered world - the NES Action 52 title song) doesn't count, nor do GM patches 53-55.
Tools
Being a general use Mixist format, anything that can compose, arrange, and mix music from scratch, free and paid, will do for this format. You also need a microphone to record the voice though. Remember that most headphones can also be microphones, even if they're not advertised as including a microphone - a microphone is pretty much a speaker in reverse. You can even use a full-size speaker as a microphone if you're particularly enterprising.
Restrictions on submit
The submitted file has to be a .mp3 featuring original recordings of the human voice.
