PDF (Portable Document Format), standardized ISO 32000, is a format for the presentation of text formatting and images with specific presentation across platforms. In other words, the layout and look of the document will barely (or not) differ between different OS and viewers.
Tools
Creating a .pdf can be done in a variety of tools. Listing them all here would take too long. The most accessable and well-known tools might be Office-Tools like Word but you aren't limited to those at all. If you have a tool installed on your machine, check its file menu for an export pdf option. And if it's there, you're good to go.
Restrictions on submit
Even tho a big variety of tools are able to export to pdf, please keep in mind that this format is a WRITIST format, which means you have to include TEXT and it should be the main focus of your entry.

How to view
Modern web browsers support viewing of .pdf files, which is usually all you need. There are also a big amount of tools for this, but again, it would take too long to list them all.
