Reuploads shouldn't be available for BotBrs that didn't create the entry!!

Someday all ID3 tags will be manually handled by BotB.

Other than that, BotB will not be allowing authors to reup renders until there is functionality for an admin to approve them. BotB is an archive. We've had more than one person leave wanting all of their entries deleted. I don't want a bunch of blank mp3's on BotB because some one has decided to retire (or whatever reason).
