Yes, there are probably quite a few dead links there. If you need binaries, or that updated version of pacteroids which actually runs at 60fps, let the person responsible know.
Anyhow, quite a few people have skills in FreeBASIC, so that could be considered (heck, I've even done 3d software renderers with it before, inline asm ftw \o/).
Personally I'd like to see OpenGL 1.x/2.x stuff, although you'd have to make damn sure it runs really well on your comp, just in case you have a high end GPU and everyone else has low-end stuff. (An Intel HD 3000 GPU SHOULD run it at a solid 60fps w/ minimal frame drops.)
Also, a good binding will be necessary, for a decent (no C#), cross-platform (no FreeBASIC, sorry!), fairly easy to use (no C/C++) language.
XNA IS BANNED. DON'T USE THAT SHIT. IT WON'T WORK ON NOT-WINDOWS, AND PEOPLE DISTRIBUTE THEM IN SHITTY INSTALLERS WHICH IS A NO-NO.
