Rather ironically, due to the speech format's wording, this cannot be of the speech format.
It'd have to be wildchip if old voice synths are being used (Chipspeech, DECTALK, ect.)
Or it'd have to be allgear if modern voice synths (or modern and old synths) are being used (UTAU, VOCALOID, SynthV, Microsoft SAPI5, ect.)

i'm pretty ambivalent on wildchip vs allgear here but as long as there's some good free options for speech synth and vocaloid too, this would be a wonderful idea.

In terms of free speech synths, well, there's all the speech synths built into MacOS, DECTALK 5.0 can be downloaded for free off archive.org, and there's online versions of DECTALK 2.0. Alter/Ego exists as a free alternative to Chipspeech. UTAU and OpenUTAU exist as alternatives to VOCALOID. Software automatic mouth already exists as VSTSpeek (for free) (although also exists as a web version, and included in chipspeech). If your going for the extremes though, you could make your own speech synthesisers, or even build a VODER replica, since people have done that.
