I would request the feature of some kind of IRC Bot command like !voters that would highlight those that haven't voted.

Not entirely true. You will see people who have voted even if they have only voted on one track. The optimal solution would be to see if someone has voted on all tracks, and the IRC trigger could be a nice addition.
