edit: this seems to specifically be an issue with advent calendar entries

kleeder requested that i replace the collaborator on this entry:(https://battleofthebits.com/arena/Entry/crash+test+dummy/41381/) with a different keffie account, so i tried to replace christmas with charlotte, but when i tried to remove christmas from the collaborator list, i got a 404:

the same thing happens on other entries when i try to delete a collaborator

this needs to be fixed in the name of CHRISTMAS

i don't mind at all if anyone might add me as collaborator by mistake and struggle to remove! :D

another smal thing: "Manage Collabs"-button is still showing up during voting period, but you can only access the page during the entry period!

found i had same or similar conditionals in multiple places in the code around collab editing/management

made it so admins (not just sysops) can edit collabs at any time

i kinda tested the code but not very thoroughly so there might be some bugs here but i think i made it better than worse

collabs should be editable by the uploader during entry and voting periods

let me know if i goofed anything and what bad behavior comes out of that.... (collab deletion apparently was only currently allowed by sysops)
