there is HuGo, I think it is the only way to make your own HES files, it follows the mml route, and I think it will take me 10 years to be able to mml, but here are the links for the starter pack:

re TFM:
the TFM Maker tracker does allows VGM export, but it's not really Megadrive/Genesis... I don't know what it is really.
Warlord: when you said this,: "According to the author it can also use Yamaha's OPN-compatible sound chips (Megadrive, Neo Geo, NEC PC-98...)." do you think the author meant that the final tracks can be heard through a Genesis, or that it is possible to modify the tracker to allow PCM PSG controls? I would be really interested to know, I have also made a few tests, but I am not getting the results I wanted.
Last of all, Kami68k posted a link to a sound drivercalled GEMS, which he said "was running in quite a lot of Genesis Games" (back then)
I checked it out and it seems to be quite cool, you have to connect a Megadrive/Genesis + TV to your computer in order to code (if i understodd correctly).
