I think it might be because your level isn't high enough yet. :P

..and I can't find any info on rulez regarding the academy and 'Project Dev' in the Lyceum either. Maybe you're too low in level, maybe you need b00ns. Maybe puke can give an answer here that I can edit nicely into the Lyceum...
