Wait, isn't this just a corrupted SPC of "Nimbus Land (Let's Do The Fooka-Fooka!)" from Super Mario RPG? The sample slots/echo values are the same, too...

Halt! Now I understand why the sound driver sounded unusual... That also means this is no custom sound driver, as it's probably Super Mario RPG's. Actually, now that I think of it... no wonder why the .spc file came complete with sound effects in it... and also why there were so many commands implemented in the .spc file. It's not often that I get curious about a sound driver because I never heard of it...

I find this to be worse than just simply covering a song (or even using the Super Mario World sound driver to create a custom song, for which I find questionable, but acceptable in this case as long as it's not too common to use the default sample pack). *facepalms*

I'll be on standby for SNES Tracker to show up one day. Obviously it's not today for now, but I will still wait.

I'm ok with complaining at a corrupted SPC being in a compo of original music.

I'm not ok with complaining about the means people are making their entries. What's wrong, exactly, with using SMRPG's engine, or, as you say, using SMW's engine with AddMusicK to make an entry?

I'm legitimately asking here since both options are far more powerful than SNESMOD.

I'm actually OK with running into these kind of entries... just that I have a tendency to expect non-standard samples (as in, samples not found in the game) to be thrown into the mix, too (Actually, I've at least partially reverse-engineered a few sound drivers myself... I think of Battle Commander and at least one version of Ocean's sound driver. I almost attempted to reverse engineer Super Mario RPG's because I got so curious... until I realized my mistake. I prefer making my own because I see much larger future potential in doing so, especially when it comes to games. Plus, I can do my own customization.).

For AddmusicK/SMW in particular (well, that and its predecessors, actually), I've found myself getting a bit too bored with the same samples that came with the game (Super Mario World) being used over and over again (I don't have hundreds of these, but I do have one such pack where I believe there isn't any sample swapping involved). Plus, unless it's a more common source (in which I can confirm it's from a SNES game, but there are multiple possible sources), I've got an eagle eye for detecting samples from actual SNES video games (I don't care about this approach, actually, for these songs, as for me, I figure that if it works, then it's fine by me).
