I think you captured the vibe very well!
It's an imaginary soundtrack sequence from a miami vice computer game that never was. (There actually was a game, but it predated the mt-32 release by a year).
The original idea was to insert lines of dialog into the file via sysex; they would display on-screen at the correct moment in the scene. Maybe next time, i think there's something to that..
I used some instrument patches from police quest 3, also composed by jan hammer; so some of the timbral dna of the show is in there. :)

If playing the .mid— a sysex patch dump runs before it plays. At the end, an mt-32-specific "reset all" command is included.
