to get the fun textures in this i used the Cloud render in paint.net, and then applied Quantize to it, and then color-matched. for the actual clouds i did a stretched Perlin Noise and then filled it with the dither. as for the shadows i did an litol bit of one-point-perspective. oh yeah and for the rays i did what i usually do for an outline: blur and then copy the fully transparent part onto the pattern i want
