I can't seem to get the track any lower than 7.86 It's really frustrating me. I've tried bringing the bitrate and sample rate down but I'm kind of at a loss for what to do :C

It's the bitrate that reduces the filesize, not the sample rate. Sample rates for me give me negligible results in filesize.
