I think Renoise is an (/the?) ideal program for MGS-adjacent music: it's great for building up beats and ideas one pattern at a time, with each layer adding a quirk or two you can adjust by channel or directly on the sample.
Only native fx used, a couple samples copied, chopped or edited. Listening recommended via headphones or at least something with solid stereo and sub-bass capabilities.
