My guess is that you rip the samples from the actual SNES games that were from that time, make something in a tracker, and run it through XMSNES or SNESMod... this one was taken from a Beam Software game (don't have a guess on which one). I just simply do my own, usually ending up with samples that were not utilized in a SNES game.
