Are there any noticeable differences in sound quality for PAL NSF?

I believe PAL is simply rendered in 25 frames a second which is the European Standard for recording and NTSC is 30 (or 29.97 somethng like that) which is that standard for USA. I've never heard any differences in NSF's though
